A `Midwifes--Leadership and Advocacy Workshop' was held in Manila, Philippines, July 22-26, 2002. The purpose of the workshop was to develop midwives as leaders who can advocate for changes in policy and commitment for resources necessary, to reduce maternal and newborn morbidity and mortality in their respective countries.

Leadership training and inclusion of midwives in policy-making groups were two priority issues identified at the International Technical Consultation for Midwifery Leaders: The Meeting of the Minds--a conference hosted jointly by the International Confederation of Midwives and the MNH Program in February 2001 in the Hague, Netherlands.

To address those priorities, three regional leadership training workshops for midwives were planned. The first workshop was held in Ghana in December 200.1 (see report in IM, 15(2) March/April 2002).

The Asia and Near East regional workshop, supported by the ICM, MNH Program, and the POLICY Project, was the second workshop. ICM representatives were invited to review materials planned for the workshop, and also joined in the process of selecting the participants. The questionnaire...
